Victoria Hortman is the Director of Talent Management at Child Poverty Action Lab (CPAL), where she leads talent strategy and organizational effectiveness initiatives in support of the organization’s mission to reduce child poverty in Dallas by 50% within a single generation. With more than a decade of experience in talent management, workforce strategy, and organizational development, Victoria helps mission-driven organizations align people, culture, and business objectives to drive sustainable growth and impact.
In her role at CPAL, Victoria partners closely with executive leadership to attract, develop, and retain exceptional talent while supporting organizational growth and long-term effectiveness. She also brings experience overseeing federal and private foundation grants, helping ensure strategic investments advance organizational priorities and community outcomes.
Prior to joining CPAL, Victoria served as a Talent Acquisition Partner at Children’s Health, where she led recruitment efforts for more than 500 positions during a major hospital expansion, achieving a 95% staffing rate at launch.
Beyond her professional work, Victoria serves as a Commissioner for the City of Richardson Community Engagement and Inclusion Commission, where she advises City Council on programs, projects, and services that promote inclusivity, strengthen community connections, and enhance civic engagement.
Victoria also brings a deeply personal connection to family and child advocacy. Adopted through a closed adoption that was finalized shortly after her first birthday, she understands the transformative impact that supportive families and communities can have on a child’s life. Her lived experience, combined with her professional background in nonprofit leadership and community engagement, informs her commitment to strengthening systems that create opportunities for belonging, stability, and long-term success for children and families.
